Broken ULT as emp

I'm sure everyone knows about the Necro-Bash ultimate and how grossly overpowered it is, but that isn't the topic of this post.

It is now possible to attain emperor on a necromancer which allows the player to get ultimate in GOLIATH form while Emperor. It is not possible to get ultimate while not emperor so the player cannot spam the ultimate, but with this broken mechanic an enemy emperor is theoretically able to be in goliath form with 100% uptime.

This has been an issue since the patch came out. When will ZOS change it? It's a simple fix that should have been fixed weeks ago. Other game companies would be right on it the second it was mentioned, why can't Zenimax? All we want as consumers is for the company to release content and to fix the content that we pay for.

This bug by the way is completely ruining cyrodiil.

It is the emperor passive skill Authority.

Authority: WHILE YOU ARE EMPEROR Increases your Ultimate generation by 100% while in your campaign.

No, but when you're in Goliath form you're not supposed to be able to generate ultimate, and you can while emperor.

I have not been emperor on a necro so I cannot test this. How do we know you are speaking the truth vs just assuming something? Many people speculate things and come up with incorrect findings.

Further, I am pretty sure when I drop most ults that I do generate ultimate during the time the ult is doing damage. I think OP is comparing this ult to WW and that is not a proper comparison by any means.

I could when I wrote it.. now I can't anymore..
The video was showing the guy using Goliath form, charging into an outpost, killing about 10 EP. As he's killing people he's continously regaining his ultimate, so when the goliath form expires it's ready to be used again. Which he ofc does. And then kill a bunch of more people. Use the form again.. kill som more.. untill they've finally taken the outpost. It was something like 8 vs 40 and his friends didn't even have to do anything.
The Goliath Form doesn't generally allow you to generate any ultimate for the time you use the ultimate untill it expires.

I am telling you that it is an in game mechanic that does not let you gain ULTIMATE when you're in goliath form. But, when you are emperor you are still able to get ultimate. This isn't a debate it's been proven to work several times

Yeah I've met emperor necromancers myself on several occasions and it wasn't an en experience I'm in a hurry to repeat. The Goliath ultimate is stupidly powerful in and of itself (so dumb it should have never made it out of the testing phase alive). When you add emperor to it then it becomes ridiculous on an indescribable level.
