Change Class 2019?

I searched the forums to see if there is an option to change class, but it seems a lot of the threads are from a few years ago. Most people said "they will never add this option" and then there was a thread in 2018 that said "they were thinking about adding this option"
- Have they added an option to change a character's class?
- If this option exists: does it change your character level back to 1? Or do you keep the current level/skill points on that character? (I'm assuming skill points would be reset)
