Tailors.. Woodworkers.. blacksmiths.. merchants .. etc.

They are only good to go to for selling junk that's not worth selling on the guild store
It'd be better if their inventory could random gear that you get from the zone in a random trait and it would be reset every week.
for example.. Spinner Staff could show up for a week at woodworkers but only in Malabal Tor for a week until refreshed. I do not see a point buying white quality armor / weapons with no traits that cost a lot especially at low level and starting out.
This is just an example.
It'd make markets worth visiting !

    That is just one example. It doesn't have to be exactly that. Maybe do something that is for cosmetic appearances..
    disguises / costumes .. hats.. even those things you could loot that'd be just a piece of clothing that'd take up a slot.

    Also makes it so that its random per player and you can only buy one, that way you don't screw up the market whenever there's a infused spinner staff.

    They have their purpose. They are for solo mmo players who enjoy the game alone.

    It's not a bad idea, to have vendors that sell random gear. Though I'm not really sure it's needed since guild traders already perform that function.

    I buy 1K stylestones about every 2 weeks, if I don't get enough from the stuff I crush anyway.

    And I get my armor repaired almost every time I'm in a town, so I'm generally happy the traders are scattered all over.

    It's fine by me if the traders make various random stuff available to people who might want to shop them for that kind of deal. I go to guild traders looking for specific stuff when I'm in the market to buy.

    Not set gear that just cheapens it. Would be cool if the random junk gear they sell could have random traits though, would be beneficial to any new players who actually it to use, plus helpful for crafting research.

    It's tricky to try and give vendor NPC too many goods in a game with a player driven economy, in most MMOs they're mostly just there for aesthetics and to sell off your random junk.

    Basically the Golden from Cyrodiil and I support completely your idea but I would add some constraints like :

    A new currency like the ticket from the event, this new currency would be unique and per zone,
    thanks to the new currency, the players will be able to buy the zone items according to what the OP say.

    How to earn those currency
    By doing the zone contents like, Quest,Dark Anchor,Public Dungeon,Dungeon, etc...
    Those activity will give you X amount of tickets usable only in its specific area.
    Of curse, the amount that you can win will be limited by day and lock behind the account not the character,
    and the new currency could not be exchangeable and purchasable with gold and crown. It should

    Items
    Still according to the OP, the item would be blank with no trait and enchant. Why ? To have always an interest in geodes farm,
    items improvement from crafting and guild merchants.

    Advantages
    -Revitalize some zone deserted by the players
    -Give to the farming an entertaining aspect
    -Add a new way to get our items
    -Opportunity for everyone to get items

    Please ZOS implements that.

    This wouldn't revitalize zones at all as anyone who wants overland gear is already there farming it as I type this. In fact I would argue it would make these zones feel more deserted as under this system people would simply spam the most efficient source of these tickets, mostly likely dolmens since so many people are already leveling on them anyway. You'd probably never see anyone fighting a world boss again, try to ask for help with a WB under this system and I guarantee 110℅ the very first second and third response you get will be "just join a dolmen farm group, get tickets". Horrendous idea, no offense, but this would be the final straw on the overworld's back.
