I'd also be surprised if they never released it, but going by the female Altmer costumes that were datamined alongside Summerset, it could be a year from now before we see it.

In Morrowind PTS we could put tail turfs on Khajiit, Argonains could add spikes
Morrowind came with no tail effects.

We do not know, heard rumors that on Khajiit in Riften has an tail turf.
If so we might have an master thief, enter CWC, steal it and getting out again would be impressive.

I've heard about those mysterious tail costumizations.
Would be nice if they could add more stuff like that down the road.
But I guess the additional costumization tab for only Khajiit and Argonian proved too difficult.
(I'm still waiting for an Eyes Only tab. I hate that the Oracle Eyes replaces the facial hair)

The real reason was probably texture issues, poor N'jhargo sometimes had an black face because of this.
Also the tail turf should follow hair color.
