The main campaign is the only faction locked one and all the guild masters claim they don't want spies so they took the main populace to where they prefer and the anti faction lock players were forced to follow the casual large scale guilds or they are stuck in a dead campaign unable to find fights. Ontop of that many other guilds are all taking "a week break" till the dcing is fixed.

So basically 300 players in Cyrodiil main campaign and the rest 14,999,699 players swinging between PVE and RP/housing
