29k isn't 'low' DPS, with that you can clear a good portion of content, including vet DLC dungeons. That being said, it isn't just the gear itself.

What CP have you invested in? What abilities are you using? What passives do you have? What's your rotation? What weapons are you using? What potions are you using? What enchantments do you have on your gear? What sort of food or drink are you using? What's your character's race?

There's a whole lot more that goes into DPS than just the gear itself.

The important thing about rotation: it's not only about the order of skills (that you can get from a build) but also about the efficient and reliable execution of that rotation.
And that is something you can only train yourself, with practice.
Use one light attack between each skill - get LightAttackHelper for a few dummy parses to find out where you stand. That is esp. important for a stamblade, to get frequent Grim Focus procs. Do not overcast you DoTs and do not let them run dry. And so on.

I more meant what trees have you invested in, but if you're following a build that likely isn't as important. The difference between gold and purple gear isn't all that important unless you're min-maxing, though for weapons it can give you a bit of a boost for damage. When you say AP pots, do you mean the Crown Store Tripots or something else?

Again, there are other factors too, such as your race and if you're using food. Your damage for Stamina will partially scale off how much Stam you currently have, so using a trifood, or a dual food that increases your Stam pool, will allow for a bit more damage as well.

As far as rotations go, it isn't about just having the same skills in the same order on the same bars. It's also about keeping track of your buffs and DoTs and reapplying them consistently. As someone else said, learning how to Light Attack weave helps boost your DPS as well, and someone who's skilled at doing that is going to pull better numbers than someone using the same build who isn't as familiar with using it.
