Question about Any Race Any Alliance and Cosmetics

This may seem like a dumb question, however I want to be 100% sure of how this works-
Does any race any alliance mean that I am selecting my alliance on the character creation screen- therefore my Altmer can wear the covenant blue outfit/see the coventan horse and dog
Or does it merely mean I can drop into any alliances campaign but will still see those things as dominion yellow?
Asking because I want my altmer to be able to wear and use the blue cosmetics as I find the color more appealing for him.

✭✭I can confirm that my Altmer, who is part of the Daggerfall Covenant, gets the blue horse with the lion on it when he mounts his "Alliance War Horse". I bought Alliance War Horse separately, though, years ago. Not as part of this bundle. But I imagine it is same horse behind the scenes.
Gonna buy that pack then ^_^
