Is the $60 full version of Elsweyr the only physical PC version?

I ask because I have been able to purchase the Morrowind upgrade physical PC and Summerset upgrade physical PC versions, but I can't seem to find an upgrade physical PC for Elsweyr. If the $60 full version is the only physical PC version, can I use the digital key with that version to upgrade my existing account to Elsweyr?

ZOS decided not to do physical editions this year, which disappointed those of us who loved the Physical Collector's Editions.Far too many characters to list any more.1 -

"The Elsweyr Collector’s Edition is available digitally only...If you’re a new player, the Elsweyr Standard Edition includes access to the ESO base game, Morrowind Chapter, Summerset Chapter, and Elsweyr Chapter. It is available for pre-purchase digitally now and in physical format at launch – check your local retailers...Existing ESO players can also get access to the new Chapter by picking up The Elder Scrolls Online: Elsweyr Upgrade. This version includes the Elsweyr Chapter, and it is only available digitally."
