How to change incap for the better

As you've seen in patch 5.0.3, incap now has a silence when cast with 120 ulti which will delete a magicka character from pvp and it has no counterplay to avoid getting nuked while running away.
The best way to change incap without taking out the silence is by changing how the silence works.
New incap should be:
Ravage an enemy with a spinning attack to deal x Disease Damage and increase your
damage against them by 20% for 6 seconds.
After 4 seconds of being cast, it negates the enemy magicka silencing them for 2 seconds. (Applied when cast with 120 ultimate)
So the negate only happens after 4 seconds of incaps hit. So you'll have 4 seconds of prep time to prepare for the silence.
Or zos could remove the silence, add major defile and reave to the skill.
