No.
There is a certain amount of satisfaction when you reach enough ultimate to use your ultimate skill, and it'll at times let you turn the battle around and go on offense. If people were able to reduce it with poisons, it would be frustrating on a whole new level. You have 5+ people on you, you can say farewell to using any ultimate skills.

It could be purged, and you could generate ult while taking damage if it were an ability with a tether or channel, something making it risky to use but effective.

With sets like Balorgh and Bloodspawn and the 2h Ultimate that refunds ult cost, do you think it would be strategic and useful to be able to inflict a new status effect that drains X amount of ultimate for X amount of time? Or a set that creates a beam between you and it siphons ultimate to you from their ultimate pool, and if they have no ultimate, it could just generate ultimate for you for the duration? If this idea appeals to you, add what you wish it would do or how you would implement it. If you think it's a bad idea, explain why. I'm reasonable, if it's not feasable it's ok, I was just thinking that this wasn't in the game, and would maybe balance the crazy ult gain Necromancers get.
I thought that's what cowardice poisons did.. increase ult cost by 60% (not sure on the number). Did those get taken out of the game? Good on ZoS if they did.

I find the ultimate system in ESO to work very well. I don't see a reason to ruin something that is one of the positive parts about the combat system.
OP, let me guess, some other class(es) are using their ultimates to beat you so you want them nerfed so that they can't.
Am I right? I bet I'm right.

Nope, wrong. I was just thinking how in other games it was used, like Yoshimitsu in Soul Calibur 6 for example. I’m not asking for any nerfs.

If that were true then Magdens wouldn’t have sucked for so long.
