Has "stuck in combat" bug become even worse?

We all know the bug in Cyrodiil that keeps you locked in combat long after a fight is over. Today I even "entered combat" with no hostile players or mobs around:
Grabbed the "Standing Stones" quest in Bruma (there was fighting), mounted as soon as I left combat and got several "entered combat" and "left combat" messages during the ride to the standing stones.
Anyone else experienced this? Has this been around for long and I just missed it?
