Guards do not register summoning a skeleton in front of them as a criminal act

If a player has the Worm Wizard personality on them and uses the /ritual emote, they will use necromantic powers to summon a skeleton before it turns to dust. Using this emote in front of guards does not trigger a criminal act event.
