If you do the Elsweyr story line quest, you will have met and worked with Sir Cadwell in Elsweyr, then you should know him while doing the 'Soul Shriven In Coldharbour' quest.
Similarly, if you do the Soul Shriven in Coldharbour before you do the Elsweyr story line, you should know him when you meet him in Elsweyr
Due to his "forgetfulness" it is okay that he does not remember you in either one, though if you have completed Cadwell's gold he should.
