For PVP or PVE?

Here is a PVP build that could work:

Magicka based, Breton/High Elf/Dark Elf/Kahjit
Staff front bar, sword and shield back bar.

Front Bar:
Ele Weapon
Time Freeze
Inner Light
Degeneration
Scalding Rune
Ult: Devouring Swarm/Soul Assault

Back Bar:
Mist Form
Annulment
Efficient Purge
Inevitable Detonation
Deep Thoughts
Ult: Replenishing Barrier

Forgot to mention sets. Dealers choice here. Bright Throat, Spinners, and Bloodspawn would probably work best. But you could go proc based with Calurians and Bright Throat.

- werewolf
- full magicka sorc with Maw of the Infernal spaming ele weapon + light attacks
- any stamina proc set builds

i think 20k maximum you can get, except werewolf

A while ago I actually made a weird vampire build using Vampire Lord and Soulshine (before War Maiden existed). I'd replace Soulshine with War Maiden now, but using that setup, invigorating drain had a 6k/sec tooltip, and bats hit like a truck.
I'd probably use it on a sorc for the ult cost reduction. With that and drain you'll have bats up a lot.
For the monster set, maybe Skoria.

Completely useless, but incredibly funny watching peoples health drop with vamp drain.
