Cyrodill End of Campaign Rank 1 Rewards. How will they work now?

I have 11 characters spread out between each of the 3 factions. I like to play with friends of different factions. I agree that the faction hopping was an issue when it comes to factions balance. However, how will the proposed changes effect my ability to earn the Rank 1 Rewards granted at the end of a 30 day campaign??? (the 50 transmute stones cache for End of Campaign 30 day)
Currently I just log onto each character, go into a 30 day campaign and earn rank 1. End of campaign comes around and I have 50 transmute stones as a reward. How will this change in the next update??
