PTS Bug: Unable to buy Skyshard Packs with new characters

Despite having several characters with all skyshards found, new characters are unable to buy Skyshard Packs because they "have not completed the associated achievement".
Defeats the purpose of having Skyshard Packs when you have to unlock the associated achievement first on the character you want to buy them for. Submitted as a /bug in-game.
