Power Extraction AOE Still Dodgeable

I was using power extraction to execute nightblades and dodge rollers on my 2h/bow stam nb.

Yesterday, I found multiple players where able to dodge roll right through the aoe. This has been broken for several patches now and I'm shocked that it hasn't been fixed.

It also appears to not break some players out of cloak.

I play on ps4 na.

    Options. 2h/bow players have no reliable way to bring cc immune nb out of cloak if detect potions are on cooldown. Arrow spray is unreliable as the cone is very small and don't say we should slot soul tether. It's wasting an ultimate.
