Keybinds and Settings Question

Why is it 5 years now and there still is no option for importing keybinds and game settings from another toon; or an option to make said options account-wide?
Binder addon works, but ESO will not save the loaded set of keybinds on my new toons.
Jovast works but not for all addons.
Most other addons have the option for account-wide or character specific options.
How is it that after 5 years we still need to rely on 3rd party developers to do your job ZoS?

✭✭✭✭✭Truthfully? All my toons use the same setups. I want to be able to set stuff once and have it work for every girl. Unfortunately, that isn't possible. VERY annoying.
