block cost reduction vs crit resist

is crit resist as a trait on gear really necessary if i can keep my shields up?
i was thinking about replacing crit resist with block cost reduction. Im using frost staff as a magicka warden

Shields are not blocking. Unless by 'Shields up' you mean permanently holding down right click.

Shields now benefit from resistances.

Nope Impen is best in slot, Block cost reduction traits are for PvE.
