Was Incap Strike changed recently?

Since Wrathstone I noticed it’s become harder to fire off Incap Strike on moving bosses. In some instances I move the reticule all around on the target and keep mashing the two buttoned attack and nothing happens. It’s actually getting me killed on bosses like the Engine Guardian. Before Wrathstone I had no issues firing it off. Anyone else experiencing this problem on PS4 NA? It’s so maddening that I think may just switch out to Ballista even though guides recommend Incap.

Blinkin8r✭✭✭✭✭I'm on Xbox NA and haven't had any issues with Incap. The only change they made was making the stun cost 125-ish ult and anything between 70 and 125 doesn't stun.II Blinkin II
