Key fragment system, why only WGT and ICP?

The key fragment system is an alternate way to get gear without running the dungeon. PvPers can farm those in sewers to get dungeon gear or sell for gold, people who have bad luck in the dungeon can open vault for extra loots... Why this system only work with WGT and ICP? Let the key drop in all dungeons then we can trade it to Undaunted NPC for a random gear box from that dungeon.

I do like the gw2 system where u basically get points from a dungeon that you can spend on that dungeons gear

Key fragments are currency exclusive to Imperial City DLC

We do not need to add tons more types of currency in this game. GW2 has like 10 dungeons (unless they changed their policy of not making any more), ESO has 36 right now and will add 2 more before the end of the year. Adding one additional form of currency per dungeon would be way too much. Other than a few select weapons, gear is easy to get.

If you ask me i allways wondered why they not make the fragments into actual currency. So not taking the bank space. They are stacking into one as currency.
