I have been hoping for this combination of bonuses on a recipe for a while, but I have never seen any recipe that grants it. Maybe this new chapter could introduce it?

✭✭✭✭✭Probably already too late for Elsweyr if it isn't in it already. I'm sure Argonian tanks would love that food though, but I am a bit worried about stamblades being able to cloak a bit too much.This Bosmer was tortured to death. There is nothing left to be done.1 -

I wouldn't be too concerned about stamblades in PVP. They already have access to Candied Jester's Coins (max stamina and magicka recovery). Stam recovery probably isn't as important for them in their burst then disappear style because they aren't trying to stay in sustained combat for very long.0
