I was standing on my fafourite rock at Bleakers, which unfortunately was in enemy hands. So it didn't take long until I got sniped from the roof. I kept my Defensive Rune up and stunned the sniper now and then as you would expect it from the normal CC immunity duration after break free.
The person briefly stopped sniping. When they resumed, my Defensive Rune wouldn't CC them anymore. They then proceeded sniping me maybe 30-50 times without any stun from rune.
So the question really is about maximum duration, not average uptime. Is it still possible to get 30+ seconds of CC immunity from potions?

They were just standing on the top of Bleakers sniping away on cooldown. No dodging, no breaking free (since they didn't get stunned). No poison with a damage component that I noticed.

After some more observation time, I think the answer is very simple.
Defensive Rune seems to have a maximum range now, probably 28 m before Reach and Battle Spirit. Snipe simply outranges it.
I'm 90% sure there was no range restriction in the past.
