✭✭Far as I know in PVE, off balance is usually supplied by the healer. The healer generally runs a shock staff with Blockade, which concusses enemies, and shock damage can further set those enemies off balance.
If the new Molten Whip coming with Elsweyr is any good, though, we might see the meta change to that, as Power Lash consumes off balance for the entire group.1 -

So for solo, it is pretty much useless, unless you use a lightning staff?

Yes. It is a great spammable in a pinch. I do the same.0 -
Bradyfjord✭✭✭✭✭Fossilize and Stone Fist are working as a setup when using the power lash morph. These aren't useful on bosses though.0
