Quest Giver missing for A Dangerous Breed [Matus-Akin Egg Mine Delve], or completed?

I've been working my way through the list of all things in Vvardenfell, but I'm having an issue with this quest/delve. It's not showing on my Map Completion as one that I've completed, and the icon on the map is still dark as though I've not completed it. On the door to the mine itself the delve icon is filled in white, which seems like I have completed it, and the actual quest itself sounds very familiar, but I've not got the achievement for completing it either. Is this a case of the quest giver being missing? Or is the game bugged and just hasn't updated when I did complete it?
