Bug - NPCs "seeing" through floors.

Ticking off some achievements and was clearing house in Abah's Watch, Jamadin's place.
Using decent stealth gear, Night Terror + Night Mother's Embrace and kills with the Blade of Woe.
Was getting a partially open eye when there was no one visible to me. Checked carefully and four NPCs in the building.
Did the first kill with no problem but the second ground floor kill I was spotted and bountied even though there wasn't anyone left on the ground floor.
Went upstairs and killed the other two without issue.
I did notice that on the upper floor one passed directly over where I had made the detected kill.
I believe the issue is a proximity one where it doesn't correctly realise that noticing NPC is on a different floor.
