Eh, I was just in Sotha Sil for a bit. I had no real issues my ping did fluctuate from 90 - 210 (which is quite annoying), but I didn't experience any rubber banding or some such, even during large fights.
I don't think it is quite a horrible experience. That said ZOS does need to fix server connections, and figure out a way to optimize it a bit so large battles aren't lagfests. I mean if other games can do it, surely the "best" MMO of the year can do it.

@oxygen_thief is right. They've been saying this same crap for many years. It's going to take some time, We're working on it, SOON. Yeah heard it all and it's getting old. It was nasty as hell on NA Vivec an hour or two ago as well and run into it quite often. I honestly don't think they know how to fix it.

I merely gave a reference from a recent broadcast(2 months ago) with an ETA for the fix.
They said in January that they can fix the performance in 6-8 months, which means that the major performance improvements should be released in Q3 Update this year at the very least.
I agree that there is no small chance that ZOS will simply unable to fix the performance.
Though I'm a bit more optimistic since it seems this is the very first time they actually give an ETA for a major performance patch, which is unprecedented

If they can't fix it - they should tell us that we're paying money for something they don't know how to, or simply can't, FIX.
People spend time, people spend money, people come here rather than go play games with more promise and working code/servers - because they are told by the MotherShip that things will go better, and we 'trust' them.
The trust is wearing thin.
And it's the company that is wearing it out.
