I remember it use to be a thing, it not anymore but what is the reason?

Heard something about bars working differently and it would calculate damage based on the bar you were on? Or was it the sustain nerfs? Or a different reason completely

The more recent history, that you seem to be asking about specifically, is really two fold.

It started with the changes to Ancient Knowledge that increased AoE or single target damage for stave.

The final straw is the increase in damage from LA which is severally reduced when using DW on mag.

Edit: There are some other changes that play a role. Your back bar is required to have a WoE (in PvE) because that enchant will keep firing while on the front bar until the WoE expires. But the first two points are the biggest reasons. LA is a significant part of ones damage. There is still some niche use in PvP still.

OMG, how could I forge about he staves getting 2 pc set bonus as mentioned below. But most of it's use seemed to have waned before then.

Some magicka builds used to use dual wielded swords because it gave more spell damage than staves did as well as giving an extra slot to use (before staves were considered 2 pieces of a set).

Used to be a good way to run 5 pieces to get a set bonus as well as benefit from the dual wield swords passive.

Now, with staves counting for 2 set bonuses and light attacks scaling from stam/mag and heavy attacks restoring stam/mag based on weapon type, there's not a lot of benefit to dual wielding swords on a mag build.
