Some tree assets are rendered as these bright/flat objects until you get closer:

This issue started a few months ago (at least that's when I noticed it).

I've tried deleting "ShaderCache.cooked" and letting it rebuild, but it had no effect.

Is there anything I can change in user settings to correct this?

My specs:

GTX 1080
R5 1600
All settings maxed out (including 100% view distance)
All drivers are up to date

This is the only game I'm having any issues with so it's definitely not a hardware problem.

You can see in this video that the trees are properly rendered: https://www.youtube.com/watch?v=PDY1yG_M0QY&t=145s

So I figured it out. Setting shadows to "ultra" causes the bug to trigger. With shadows set to "high", everything renders fine.
