Possible bug with race change and storyline?

I recently levelled a new character and did not touch the main storyline. After the recent race changes I changed her race. I had previously accepted the initial main story quest. Now I begin with this new race and I meet the prophet at the Harborage, the initial "knock out" portion of the quest line never happened. I don't know if this is intentional or a bug and I don't know if I missed any skill points missing out that entire portion including the coldharbor portion?
