Dungeon Portals: Forever Loading Screens

I rarely encounter this unless I queued solo for random and when I do, I get stuck in loading screen after entering the portal if the dungeon I entered is halfway done. The worst part is when you have to restart the client and found out that you were already kicked and you got a queue penalty. I thought this was just a thing in HRC when we skip a boss but no, it also happens in group dungeons.
My ESO is already in SSD ffs.
