Off Balance Broken

On xbox, off balance is nor correctly applying to overland mobs in Vvardenfell (have not tested other zones). Here is what works and what doesn’t as observed so far:

1) Vampire passive savage feeding does not set mobs off balance (it also doesn’t stun them).
2) Blocking a heavy attack from a mob does not set mobs off balance.
3) DK burning talons will properly set mobs off balance with whip (flame lash)

The impact of this is pretty significant. Heavy attacks will not knock down mobs or do extra damage. Whip works on far fewer things.

had a nixhound draining me, bashed it (should set off balance) and he wasnt offbalance

Same here. Might be server related. The last few days I've been getting lag spikes where my latency randomly jumped to 999+. It messes up my weapon swapping, abilities, opening doors, mounting, etc. It could also somehow be causing the server not to register the off-balance trigger.

Interrupting red-telegraphed abilities seems to be working for me (or it did the last time I tried it yesterday) but most things are not setting things off-balance correctly. I have noticed more lag in the game since the last time I played a lot (which was a couple months ago?) but I wouldn't think this would create problems with registering off-balance.

This also happens to me on NA PS4 in PvE, has been happening for a while.

If you block a melee attack heavy attack you cannot knock down the attacker. Also, none of them seem to go off balance after blocking the heavy attack.

If you interrupt a spell cast you can knock down the caster.

The only npc melee character that I have been able to knock down after blocking their heavy attack is the one in the starting tutorial.

Was this a deliberate change that I just missed in Patch Notes somewhere? Seems hard to believe, considering the tooltip for Savage Feeding on vampire still references setting NPCs off-balance after feeding (and it doesn't). Do we need to give this issue more visibility?
