If the devs really want to make races unique and able to perform every role they should just get rid of the flat stats bonus that are driving the min/maxers crazy. They should just make an impactful and unique passive for every race, something like:
(Names are lame and numbers are definitely broken but you'll get the idea)
Altmer: Birthright - Restore 1000 stamina or magicka when you activate a class ability, depending on the type of resource you spent, 20 second cooldown.
Argonian: Mender of the Hist -Whenever you drink a potion you also restore 4000 health, stamina and magicka.
Bosmer: Nimble Feet - After you dodge roll you restore 500 stamina and magicka and receive 1500 physical and spell penetration for 10 seconds, 15 second cooldown.
Breton: Arcane Infusion - When you use magicka you restore 25% of the amount spent over 10 seconds, you gain 2000 magical resistance while restoring, 20 second cooldown.
Dunmer: Ancient Duality - When you spend magicka you restore 2000 stamina, when you spend stamina you restore 2000 magicka, each effect can only happen every 30 seconds.
Kahjiit: Lunar Subterfuge - When you crouch become enlightened, restoring 1500 magicka, stamina and 2500 health over 20 seconds and gaining 8% Weapon and Spell critical for the duration, can only occur every 30 seconds.
Nord: Stone Cold: When you take damage you become determined, restoring 1 ultimate and 100 stamina and health every second for 10 seconds and gain 2500 frost, physical and spell resistence for the duration, 25 second cooldown.
Orc: Trinimac's Champion: When you deal damage you become enraged restoring 1000 stamina over 10 seconds and increasing your weapon and spell damage by 200, when you take damage you become frenzied healing for 2000 health over 10 seconds and increasing healing received by 5% over the duration, each effect have a 30 second cooldown and cannot happen at the same time.
Redguard: Tu'wacca's Boon: When you use a weapon ability you restore 2000 stamina and your next weapon ability costs 30% less stamina or magicka, 25 second cooldown.
Imperial: Diplomat's Decree: When you deal direct damage you heal for 2000 and increase you block mitigation by 20% for 5 seconds, can only happen every 15 seconds.
