Wont dowload properly, download stalled

So I am trying to reinstall the game as a clean install. It first says its verifying. When it gets done with that, it starts the download for a few seconds, then says Download Stalled. When that happens, my kb/s goes to zero, the launcher freezes and then crashes. I"ve tried running as administrator, tried several clean installs, turned off the firewall and virus scan and still the same result. I've uninstalled and deleted all files for the game also. Any viable solution would be greatly appreciated. Thank you
