A 4% increase to crit damage. (13% up from 9%)
Khajeet get 8% bonus crit chance.

So, 8% of the time a Khajeet gets a crit that any other race would not get. And that crit does 4% more damage than it would currently on live.

0.08*0.04=0.0032 or 0.3% buff (-- more than the buff others would get)
Edit: This also assumed Khajiit's get the *full* 8% crit without considering the diminishing returns

A 0% - 0.3% buff, depending on how much crit you already had.

So um... yeah. Thats about all I had to say really...

    All sources of crit chance buffs are treated exactly the same way. Just add up the percentage buffs (or technically they're all integer buffs like set bonuses between 0 (0%) and 21912 (100%)).
