So, 8% of the time a Khajeet gets a crit that any other race would not get. And that crit does 4% more damage than it would currently on live.
0.08*0.04=0.0032 or 0.3% buff (-- more than the buff others would get)

(∆crit chance*crit damage)/(1+crit chance*crit damage)
(∆crit damage*crit chance)/(1+crit chance*crit damage)
The more crit chance and crit damage you already have, the less you get from increasing the stat further.

I assume the racial is calculated as flat buff rather than factored as a crit chance value like other tooltips in the game? Do you know how its done on live currently?

All sources of crit chance buffs are treated exactly the same way.
