Starting the topic right away. Here is my suggestions for Racial Passives
HIGH ELF
Spell Recharge: Restore 575 Magicka and Stamina after activating a Class Ability. This effect can occur once every 6 seconds. Reduces damage taken by 5% while you are using an ability with a cast or channel time.
My comment
Almost same as week 1 changes but I added stam return also. Week 3 change makes no sense so no need to talk about that.
WOOD ELF
Hunter’s Eye: When you deal damage with a single target direct damage abilty you gain 1500 Physcial Penetration for 5 sec. (no cooldown)

First, current version of this passive is too situational and it pigeon-holes Wood Elves to a certain way of playing in PvP and completely useless in PvE. With some adjusment to builds you can use different mundus stones and still be effective as a stam dd with this passive in PvE. Btw roll dodge does not fit the name "Hunter's Eye"
IMPERIAL
Red Diamond > Unchained: Decreases the cost of your break free by 15%. After breaking free you restore 1500 health, 750 stamina and 750 magicka. This effect can occur every 8 seconds.
My comment
Up until today the reason Imperials were considered as a tank race was their high stat pool. This is not necessarily the case anymore. And after all the other cost reduction passives the new Red Diamond block and bash cost reduction is not really effective. Just like the old Rugged passive of the Nords. Also looking from the lore perspective they were slaves of the Ayleids then rebelled, defeated Ayleids and created the new Empire. So I think the passive I suggested is more lore accurate. From looking PvP side it would be really useful passive for Imperials, they can not be pinned down and killed so easily. And I know looking from PvE tanking side there is a very niche use of that passive but can still be good in some situations.
DARK ELF
Dynamic: Increases your Max Stamina and Magicka by 1500.
Resist Flame > Ashen Born: Increases the duration of your debuffs and damage over time effects by 2 seconds and your Flame Resistance by 2310. You are immune to the Burning status effect.
My comment
Current PTS version of Dark Elves have nice over all stats but compared to other races when it comes to effectiveness they don't feel good enough. For example as a stamina dd I would choose be an Orc rather than a Dark Elf. Orc has additional health so you don't have to use an health enchant to have decent health. Same as a mag dd. Even with a lackluster passive High Elves are better than Dark Elves. Yes you can flip flop and play both of those roles as a Dark Elf but Khajiits are better at that. Only thing that makes Dark Elves unique is flame resistance and it pigeon-holes you to be a vampire. It is nice in PvP but in PvE every other race also can be a vampire and as long as they stay on stage 2 it is fine. Like when wanted to create a character there are 5 classes and 4 roles for both PvE and PvP. Considering Dark Elf being a dps type race we can count 2 roles. So we can create 20 type of dd character. 2(role)x5(class)x2(PvP or PvE). For which type of dd you choose to be a Dark Elf? A mag dk pvp char for extra stamina maybe? But even High Elves have some sort of stamina sustain. Whatever... Overall the debuff-dot duration increase is not thought to fit Dark Elf into a class/role. It is thought to make the choice of being a Dark Elf has an impact on your character and build.
So here it is. My suggestions for a few passives for some races. What do you think? Are they good? Are they bad? Let's discuss this and hope ZOS hear us.
