Altmer passive rework

Spell Recharge: The return for this passive will now restore your lowest maximum resource, rather than your highest. We also increased the value to 645 from 525.

So I’m gonna be short with you all here, since I’ve nothing to add really, I just want to make noise that this is just plain weird and screws Altmer.
They have a sustain passive on live, were pretty good balanced on pts, should lore-wise be the strongest Magicka race and now they’ll be 4th. Just revert it to what it was and reduce that Breton sustain by a tiny bit and with the other changes Magicka races will be balanced.

    This change is pretty nice for PvP. Also I don't see any reason to nerf breton sustain. They may be ahead of altmers, but in coordianted groups where sustain is given I see the increased dmg of altmers as a more usefull passive for DD's.
    Also where does this thinking come from that altmers should be superior to bretons? That's not how balance works.

    I don't personally care where each race ranks in their power levels, but at least give them abilities which are logical.

    This might be of some use to PvP Magicka builds to get some stamina for blocking or dodging but it still makes no sense to to gain an attribute you're not actively using more.

    Not really, for that type of build darkelf is the obvious choice

    It comes from the lore of Elder Scrolls, as was already stated in the OP. What we had previously was a nice bit of lore-friendly balance: High Elves had higher damage stats but less sustain, Bretons had higher sustain but lower damage stats. That concept was fine and should have been merely tweaked, not this bizarre High Elf racial nerf.
