New "Neutral Party" Faction for PVE'ers wanting to explore Cyrodiil.

A "Faction" for people who do not care for PVP but still would like to explore Cyrodiil for quests, delves, skyshards etc. This would also go neatly along with an alliance change token if one were ever to arrive.

When you start the game you wouldn't choose a faction until you have arrived in the world, at that point you can choose which banner to pledge your allegiance to, or you could choose neutrality. If you choose one alliance and decide to defect it could trigger interesting events like assassins being sent after you or even new quest lines, the sky's the limit.

As a strong PVE person, I feel like there's a huge part of the world kept away from me, so I hope the dev's take this into consideration. I'm also quite interested in hearing what you think of this, and your suggestions on how to expand upon it or a completely different approach.

So after some constructive criticism (and some not so constructive) I have decided to revise my idea a bit.
I'm convinced that a fourth "neutral" PVP faction is a bad idea, it could and would definitely be abused. I still would rather like to see a system where you choose which banner you pledge allegiance to after character creation, and once you arrive in Tamriel, since Tamriel Unlimited removed any consistency to race and faction choice. So in that way, you would technically be "neutral" and would not be able to join a PVP campaign until you have made that choice.

On Alliance defection, I still think it could be implemented without any major possibility of abusing the system, by either making it very expensive or making it a "once per 1/3/6/12 months" or even both. On the same note, I think having the option to make a guild "faction neutral" is a good idea as well, since there are many guild's that spans all three banners and are mostly PVE focused.

As for Cyrodiil itself, to explore, quest and do PVE activities having the option to enter outside any PVP campaign would be a welcome addition for people not aligned to any banner. The war would still be raging (though with npc's) the only difference is that you as a player would be considered a "civilian" and therfore cannot participate in any war activites. Scrolls, Keeps and otherwise could not be captured. Alternatively a PVE Cyrodiil could be in a state of ceasfire which would make sence because of the whole Molag Bal thing.

This is just my personal wishes and I do in no way "expect" them to be fuffiled, If you disagree thats completelty OK, but try to be civilized.

    I feel you, but having roamed around in Cyrodiil I can honestly say you aren’t missing much. Plus, you can hit up things like delves with little to no contact with other players as it is.

    Indeed! I hit up IC yesterday on three of my alts to get all of the skyshards. I only ran into two other people from other alliances in the sewers the entire time. One was just standing there looking at his map, the other was fighting a boss and only had a sliver of HP left. In both cases, I just starting running tight circles around them till they took notice, then ran off. I did go back to the map guy a few times to repeat the fun, cause he kept putting his weapons away and taking his map back out. I've even farmed a delve with a random enemy player once, going so far as to remove our AOEs and fight all the bosses together.

    Anyways, don't be so scared of Cyrodiil. My first visits there I slowly snuck everywhere. Then I learned that unless you're near resources currently being captured, no one cares. Well, that's mostly for solo encounters; if it's a group you'll see more aggression due to group mentality and peeps trying to show off.

    And if you're there for the fishing, I learned you can stealth-fish if you cast the line right as you're entering stealth. But fishing with the enemy is always a hoot. ;)

    As it is, we have queues of 50+ during prime time, slightly lower on off times. We don't need people clogging the queue just so they can go do the very few boring quests scattered around the map or ERP in a tower somewhere. If you want to fight while you're doing it, come right on in. Otherwise, no. We don't need non-fighters counting against our already limited population numbers. We also don't need the weaker groups who need to cheat to win purposely clogging opposing factions with non-fighters so they can sweep the map with zero resistance. No.

    Other fun things to do in Cyrodiil when you run into solos...

    Hide near a skyshard and remove all of your weapons. When an enemy comes and starts using the skyshard, start punching them, then run.

    If you see a solo enemy fishing, set a fire ballista down right behind them and see how long it takes them to notice.

    No, no and no. Cyro is a pvp zone. The rest of the game is pve. This one zone, ONE ZONE, is pvp enabled.
    Just suck it up and go explore. If you get killed then just rez and carry on.

    I've always thought something like that would make for an awesome DLC... adding a 4th faction, like one that's from overseas like the Maormer of Pyandonea or Tsaesci of Akavir or even a major faction of daedra worshipers. Rather than starting from a corner, they would start from randomly placed portals along the edges of the map. Make the gameplay a little asymmetrical by giving them a rough time starting off but making them more powerful as they haul off more elder scrolls through their portal and back home.

    Just go to one of the less populated campaigns. My character is far from the best and I still managed to 100% Cyrodiil PvE content. If you're having a lot of trouble, try doing it on a magblade so you can cloak everywhere.

    ZOS deliberately gates rewards like skyshards, delve, achievements, dolmens, and master angler fish in PVP territory like Cyrodiil in order to encourage players to experience ALL of the base game.

    And it works.

    I hated the thought of PVP. But I wanted the Master Angler title more. So I went into Cyrodiil, got my fish and got out. Then I wanted skyshards, and gradually I tried out actual PVP and discovered much to my surprise, I liked it!

    That's not true for everyone, but its certainly one reason why ZOS continues to encourage players to go to PVP zones if they want all the rewards for playing all of the game.

    Glad it worked for you @VaranisArano - but I spent months on a pvp server in WoW.... and I'm never doing it again. I don't care about achievements, and I don't need the skyshards from pvp territory - and I absolutely will NOT be fishing in this game.

    Works for me.

    Cyrodiil is the only zone which has a population cap, letting players come in with no risk of being attacked is open for abuse.
    Get rid of faction locks.

    Now, that raises other problems, since the rewards of Cyrodiil are designed to be obtained with the threat of PVP and ZOS has shown no sign of changing that.

    Now, that raises other problems, since the rewards of Cyrodiil are designed to be obtained with the threat of PVP and ZOS has shown no sign of changing that.

    Would that though impinge on the existing pop cap? That couldn't be good....

    As for the rewards: just make a PVE Cyro totally rewardless. I'd guess that within a month it would be obvious one way or the other: if no one goes there because there are no rewards.... well, that's a very telling stat. If the place is jumping all the time in that month with no rewards - that's also a very obvious stat.

    I don't have a horse in this race btw. I had some nostalgic wishes when I first started playing.... but *shrug*.... I'm fine without Cyro.

    Each campaign's pop cap is separate, so a seperate PVE only campaign would not interfere with the PVP campaigns. Unlike adding a 4th neutral faction which could interfere, as several posters have pointed out.

    I'd be surprised if a PVE Cyrodiil were very busy. There's just not much content to the PVE quests. What you would see instead is PVE players going to get the skyshards and leaving instead of venturing into PVP for them simply because its that much easier that way.

    Yep. I don't see the attraction as it's not going to be Ob's Cyrodiil.... or even Beyond Skyrim's version. So.... not interested.

    factually incorrect given that there are non pvp quests in cyro. So i mean, you're wrong so just sit there in your wrongness and be wrong i guess? lol

    I'd rather they remove the pve quest from cyro, or have a pve instance of cyro just for those quests. Anything that keeps pve away from the cesspool that is pvp.

    I tried to get in the 30 Day campaigns about an hour ago. Both CP and Non CP were Pop Locked. Wow, a lot of people playing in Cyrodil tonight. So I went in on the 7 day campaign. Not too many people there but still a health number.

    I think they should add the 3 BG factions to Cyrodiil somehow... as a quest choice. Make these 3 factions into a mercenary type faction.

    __________________________Backstories:_________________________

    Ras Kalik the Vestige, a renown Redguard warrior; He has been blessed to save Tamriel from Molag Bal’s destructive Planemeld while reuniting the Five Companions. His further accomplishments after defeating Molag Bal, has been to stop the destruction of Morrowind, the Clockwork City, return order to the isle of Summerset and create a new king in Wrothgar and a queen in Elsywer. These events have made him a living legend and continue to lead him into new adventures throughout Tamriel, as well as into the hearts of many ladies including the Elf Queen, Aryenn. Over many years of adventurous travels, Ras Kalik had become a loner, until he re-visited his homeland of Alik'r.

    Alik'r and it's cities were overrun by the undead Ra-Netu and therefore he made an allegiance with Alik'r's own Ash'abah tribe. These Ash'abah with his help, cleansed the city of Sentinel in Alik'r desert and it's surrounding areas of the undead brought to life by the Withered Hand. After rescuing Sentinel from the undead zombies, King Fahara’jad’s personal bodyguard the Goliath of Hammerfell, who was given this name by Imperials in the region; was asked to assist the tribe after learning of the defeat of the Withered Hand to the Ash'abah. Kalik promised Goliath he would task him with fighting living enemies on the battlefield if he so desired. Goliath being a Yokudan warrior wields a massive sword in respect to the Ansei, a gift given by the Imperial, Cinan Tharn. Not many soldiers are able to wield double two handed weapons, but Goliath loves to get up and personal in a fight, so he also carries a giant maul, both weapons laced with magical flames.

    Jux Blackheart is a master thief that masquerades as a Bard at the Sisters of the Sands inn, with his younger sidekick Lucky Hunch for pilfering and gambling during this time. Jux was known to infiltrate any towns bank vault he came across and even delved into Ayelid ruins without detection. Kalik can vividly recall the night he met the famed thief. Jux found himself rummaging thru a slightly inebriated Kalik’s pocket for too long, on a full-mooned night and because of his greed and the glimmer of his golden armor in the moonlight. He lost his left pinky fingertip as a lesson! But in return, he gained a new friend, as it was his first time since a child being caught red-handed...

    Upon arrival back in the Alik'r after many moons of adventuring, Ras Kalik ventures to Bergama. Visiting The Winking Jackal, he runs into Jux Blackheart, who introduces him to the coin game Crowns vs Forebearers (Heads vs Tails) and Golden Dwemer (RBG).... Jux constantly takes gold from the unfortunate thru theft or gambling, his biggest gambling victim is actually his partner in crime known as Lucky Hunch the Gambler. Lucky doesn't mind losing any gold coins to Jux... as Jux saved him from Altmer slavers in Summerset, by stealing a key and sending him on a boat to the mainland years prior. Lucky spent years in slavery with Khajiits in Summerset and picked up the art of subterfuge, using illusion magic disguises and stealing there.

    Kaotik Von’Daemon an outcast, and a half-caste between a Breton mother and a Redguard father. Kaotik become a pariah due to his conjuration of Daedra pets. He was taught healing magic during his childhood years by his Breton mother. His father due to Redguard customs exiled him from the desert, sending him by wagon caravan to be a soldier in the war in Cyrodiil. He happened to meet Kalik while traveling from Alik'r, during this long caravan ride the caravan he was in was ambushed in Bangkorai by a group of bandits. Kalik by chance was also traveling thru this area on his Auridon Warhorse (which was bestowed to him by his friend, Darien Gautier). During this ambush, Kalik was able to rescue five hostages from the bandits. Kaotik was the first rescued, and Ras Kalik also recruited him to be in the Ash'abah tribe. These core Ash'abah tribesmen may never be seen together in travel as they partake in their own adventures but they always know what each other is doing; as they frequent a hideout in northern Bankorai. Their hideout an old Orc castle ruin, is kept watch by Nuzhimeh and she passes messages written between them, and frequently they also enjoy her company and her bed.

    The other men rescued were a Dunmer banker, an Imperial mercenary and two other soldiers, an Imperial and a Breton Knight, stating proudly he was an Akavir descendent. One of the Imperials, Cinan, claimed to be related to Abnur Tharn the Battlemage of the Imperial Elder Council (One of Ras Kalik's mentors in the Five Companions). Cinan Tharn was really Abnur's drunkard treasure hunting illegitimate son. He was caught smuggling artifacts out of the Ayleid ruins in Cyrodiil and the elder of the two Imperials was Tyrus Septim a retired Imperial navy battle-mage (now a Lycan mercenary living in the city of Rimmen) and guard to the Tharn family. As much as Abnur Tharn hated his half-sister Euraxia, he dislikes his bas†ard son Cinan more. Tyrus now a ruffian and privateer had been paid by Abnur Tharn to watch over Cinan as much as possible. Cinan Tharn a drunkard, loves to drink at least a quarter barrel of Nord mead before he raids various delves and dungeons for relics to sell on the black market. Cinan also plans to one day, run an illegal gambling ring... which he thinks will net him more gold for his wares.

    The Dunmer captive shackled to the Imperials looked familiar to Kalik from his time in Morrowind.... and he recognized him as Tythis Andromo a House Telvanni slave-owner and banker from Vvardenfell. During a rough interrogation to Tythis, Ras Kalik learnt why the bandits accosted him. The racist Dunmer was providing slaves as soldiers for the Three Banner War. The bandits were trying to negotiate a lucrative ransom for Andromo and the Imperials.... Kalik did not need any of this gold and he could never set Tythis free as he did with the two Imperial soldiers. His past involvement with slavery and war crimes, made Kalik's blood boil. He chose not to execute Tythis, as he figured the worse punishment for this former rich and opulent slave owner, is to now be an imprisoned servant for Ras Kalik and the tribe.

    Herzog Zwei the Genesis a reknown Imperial/Akavirri battle-mage. His roots going back to Akavir through his mother’s bloodline. (His mother is descended from the Akaviri, through Versidue-Shae, and his Imperial father met her in Hakoshae, while traveling) Herzog earned the nickname "the Genesis" from his father as a child, as he was his mother's first born child, and last, as she tragically died in child-birth.

    Herzog was seeking to purchase an artifact from Cinan Tharn, before their capture and was meeting Tyrus while in Rimmen, who introduced him to Cinan. This artifact being the Ayelid artifact; the sword Sinweaver. After their rescue and the exchange of gold to Cinan for the sword he decided to slip away before Ras Kalik could question who he was, and why the Akavir descendant really wanted that sword. Herzog was headed to Nagastani — An Ayleid ruin in eastern Cyrodiil. He had read in scrolls that the Sword would give him magical powers to meet his mothers spirit, if he performed an Ayleid ritual at an old shrine hidden there. Equipped with the artifact sword, he was off to start his own adventure but Ras Kalik, did indeed notice the sword however and instead sent a letter to Jux Blackheart (whom also was interested in Ayleid treasures), to attempt to find Herzog and acquire the sword. (*Azani Blackheart in Elder Scroll's Oblivion is Jux's descendant some 747 years later)

    And so the Redguard, Imperial and Akaviri men parted ways ... While Ras Kalik went off to Elsweyr to encounter the latest threat to Tamriel, with Abnur Tharn and Sai Sahan - - DRAGONS!! Little did Ras Kalik know a few people were awaiting him in Senchal besides Sai. A necromancer survived his attack on the Withered Hand, while in Alik'r. The necromancer known as Auriek Siet'ka is also following him to the land of the Khajiits and Cacique the Sage of Ius a Shaman mystic who has become attuned spiritually with Tu'whacca (a Redguard God) and Ius (the Animal God), after being burned severely by the escaped dragons in Elsywer, is awaiting his arrival also. Aurik is a soldier of the Daggerfall Covenant that was introduced to necromancy while in the military, even though this magicka art is not spoken of openly by most of the Military leaders. He came to Alik'r and worked with the Withered Hand before Ras Kalik intervened on their plans. After the defeat of the Withered Hand, he aligned with the Worm Cult, and is constantly adapting and perfecting his necromantic arts.

    After his journey to Rimmen, Kalik heads south to Senchal, in the southern regions of Elyswer. This new adventure will also put him on a path to meet a strange Redguard man. The stranger which was infected with an untreated Peyrite disease and also was the exiled from the Order of the New Moon cult, due to his sickness. He originally joined the cult to worship Laatvulon, the green dragon, mistakenly thinking it was the Daedric prince Peyrite. This confused and suffering cultist is known as Tsar al-Bomba and he is on a path to spread the disease. He was originally infected in Orccrest while recruiting members there. Can Ras Kalik and the shaman Cacique cure this poor soul, only time will tell. Little does Tsar al-Bomba know, that his infection is tied to Vampirism, and eventually the desire for blood will take over his mind. Senchal also offers Kalik his latest love interest... Aeliah. Whom he fondly led thru battles with the Dragonguard.

    After the trek thru the heat, tropical and desert climate of Northern and Southern Elyswer, Ras Kalik heads north to the cold mountain range of Skyrim. His companion friend Lyris beckons for him with a letter sent by crow...

    Movárth Piquine - a former vampire hunter (now infected), within the Fighter's Guild (and a secretive necromancer) was in Skyrim working with the Morthaal Guard. On a patrol mission he was caught in Frewien's ice curse outside of Morthaal with the frozen undead. Movárth's vampiric infection kept him from becoming an undead minion to the curse. He was able to use necromantic ice-magic to encase himself safely until he was freed with Freiwen, when the Vestige Ras Kalik broke the curse.

    Uri Ice-Heart - brother of Urfon Ice-Heart. The twin sons of Atli and Oljourn Ice-Heart. The Ice-Heart family are originally from Markarth but now reside on the Jerall Mountain range near Cyrodiil, with their younger sister Araki. The twins had joined the Winterborn Reachmen while living in Markarth. Urfon pushed west to Orsinium with the Winterborn Clan, leaving his family behind. Uri stayed behind with his parents and sister to live in the family cabin for safety, avoiding the Vampire plague infiltrating the Reach. After news reaches him and he hears of Urfon's death... Uri leaves and heads home and is seeking vengeance. Meanwhile, his sister has also moved on to Windhelm to join the Fighter's guild. He will visit his sister, once before going to seek vengeance and she will craft him armor mixed with ice, called Stalhrim armor. Uri fearing death, after his brother's passing, falls victim to the convincing talk of Movárth at a Nordic tavern, and will also becomes a vampire.

    ZOS deliberately gates rewards like skyshards, delve, achievements, dolmens, and master angler fish in PVP territory like Cyrodiil in order to encourage players to experience ALL of the base game.

    And it works.

    I hated the thought of PVP. But I wanted the Master Angler title more. So I went into Cyrodiil, got my fish and got out. Then I wanted skyshards, and gradually I tried out actual PVP and discovered much to my surprise, I liked it!

    That's not true for everyone, but its certainly one reason why ZOS continues to encourage players to go to PVP zones if they want all the rewards for playing all of the game.

    I, on the other hand, am alliance rank 22, have all the skshards, master angler, merciless (amongst other BG achieves) and still somehow dislike PvP and really only ever go to cyrodiil to PvDoor. I'm still trying to figure out why people like PvP. I feel like I am missing some vital component.

    I'd rather they remove the pve quest from cyro, or have a pve instance of cyro just for those quests. Anything that keeps pve away from the cesspool that is pvp.

    There are not non-PVP quests in Cyrodiil. Every one of those quests takes place in a PVP-enabled zone and thus there is no option for players to 100% avoid the threat of PVP. Unlike the other zones, there is no PVP-free quest zone in Cyrodiil.

    The town quests are extremely easy because the threat is supposed to come from other players. Moreover, the quests in Bruma, Vlastarus, and Cropsford take place in an Alliance War objective. That leaves only Chorrol and Cheydinhal which, again, can not be completed in guaranteed safety without the threat of PVP.

    I would be fine with a PVE-only version of the quests, if players did not get the rewards (skyshards, achievements, etc) obviously intended to be accomplished with the threat of PVP since Cyrodiil and all the questing areas in Cyrodiil are PVP-enabled areas.

    Sure if we get a open world PvP "campaign(?)" too!
    Overload rework. Power Overload now does physical damage and grants you the power of a tornado: You throw a brick at the target with a light attack, and you hammer your head into that brick with every heavy attack. We have decreased its Ultimate cost, but increased the chance that you get stuck in the animation.

    Somewhat humorously, the three BG factions are actually the same as the Cyrodiil factions. We saw this with the bug impacting the Alliance War Rider costume which used to change color to a different alliance in Battlegrounds.

    While that bug was active, apparently Pit daemons was Ebonheart Pact, Fire Drakes was AD, and Storm Lords was DC.
