1H Weapons - Drops and Material Costs

We've had a couple of recent patches that made changes to 2H and then DW to "better align with the current functionality of differences in one handed and two handed weapons."
The changes were:
* In Summerset, 2H weapons were changed to count as 2 items in a set
* In Wrathstone, 1H weapons were changed such that their Enchants potency was reduced by 50%
Continuing with the theme of those changes and taking them to their logical conclusion, the following should happen:
* The cost of crafting 1H weapons should be 50% of the material cost of crafting 2H weapons (currently it is 78.5%)
* The cost of transmuting 1H weapons should be 50% of the cost of transmuting 2H weapons (currently it is 100%, or 50 Transmute Crystals; it should cost 25)
* The cost of improving 1H weapons should be 50% of the cost of improving 2H weapons (so 4 Tempering Alloys rather than 8, with maxed Temper Expertise passive)
* All 1H weapons should drop two at a time from all sources (e.g., chests, bosses, trash, quest rewards, etc.), following the precedent of Maelstrom/DSA/Asylum/Blackrose.
* A new Aspect Runestone should be introduced, we'll call it a Semi-Kuta. You can break down a single Kuta to form two Semi-Kuta. 1H weapons must be enchanted using Semi-Kuta, since they only are only 50% strength (OK I'm kind of joking with this one because it's obviously never going to happen, but it does make logical sense I think)
