Based on precedent, it's assumed that Elsweyr will be added however the post-Gold Edition zone DLCs and the dungeon DLCs will remain separate purchases so the total will go up from six to nine pieces of DLC that are bought separately. It's confusing and it's getting to the point where the upfront cost for everything is over a year of a subscription-based game. While the content is definitely worth it, I can't blame anyone for feeling like it's off-putting.

Each of the dungeon DLCs are 1500 crowns a piece. Zone DLCs are 2000 crowns a piece. There are four dungeons and two zone DLCs. That's 10,000 crowns. 5500 crown packs are $39.99 a piece so let's say $70 total today. After the season of the dragon is completed, it will be six dungeon packs and three zone DLCs totaling 15,000 crowns. Only 14,000 crown packs are available so let's say 14,000 crowns + 1500 crowns totaling $115. Total cost of entry of Elder Scrolls Online with all the content will total $194.
Keep in mind this is on top of loot boxes with undisclosed odds, $100+ virtual houses that are further monetized through decorations and in house storage gated behind a paywall or obscene amounts of grind, cosmetic monetization and the various ESO+ perks (including the egregious and extremely off-putting crafting bag mechanic).
This really needs to change. The kinds of people who would buy the ESO Collection are people who wish to own the content outright so "just subscribe to ESO+" is not a valid argument.
One more thing while I'm here.... As an Imperial Edition owner that pre-ordered and got the discovery pack, I will not lose any sleep if Imperial becomes playable to everyone and everyone was able to play any faction any race in One Tamriel without an additional purchase. It's been five years. The factions are irrelevant outside of Cyrodiil and people should be able to play however they want. Firsthand, I know plenty of people who have been turned off by this stuff, especially the Imperial race paywall. Come on
@ZOS_GinaBruno @ZOS_RichLambert make this right in 2019.
tl;dr - Too expensive and confusing, I hope the ESO Collection is consolidated into one package or a new package is introduced at a $99-$129 price point for every piece of content.
