[Possible bug] Swiftly forgoten passive not working when offline

Its pretty much the title. I got 200k bounty on my criminal khajiit (which has every criminal passive invested) and expected it to drop by 115/3*60*24 = 55200 in 24 hours afk. But after 24 hours my bounty went down only by roughly 11k, which is exactly 23 per minute as without the passive. In the same time the passive seems to work as intended when online, so my question is whether it is a bug or intended
