✭✭This mount was an original goodie offered with the Reach premium pack.
You would have had to buy the premium version of the DLC to get it. No clue whether they offered it for direct purchase later on. I know that you could win in during events. I won the puppy of that mount as a pet.0 -

✭Dungeon DLC Horns of the Reach Collector pack. You could also buy it directly from the Crown Store (as for all DLC's) during the release of that DLC, for about 3 months (until the next DLC was released)
It might come back if they make an Anniversary event for that DLC, or some general Black Freda's sale.1 -
