Steam - Purchase as gift with friend as recipient. They need a steam account before hand so you can enter their ID.
Digital - Purchase a digital code from a 3rd party online store (i.e. Amazon) and send the code to your friend.
Physical - Purchase a box copy from a 3rd party physical or online store (i.e. Target, Walmart, Amazon) and hand the gift to your friend. And for online purchases there might even be the possibility to have it sent to them directly.

This, though I would suggest avoiding Steam due to the login issues those players have experienced fairly regularly.
I suggest the purchase via Amazon or your preferred retailer of a digital copy. Easy to pass the information along. Do not buy a used copy or a copy from Ebay.Really, idk -
