As a PvEer I wouldn't be averse to a consensual PvP instance of Cyrodiil (and Imperial City) for those who only want to participate in the PvE content, although I wouldn't personally lobby for it.
After all, PvPers are already able to to participate in the existing PvP content throughout Tamriel (dueling), so there's certainly a logical argument for a PvE instance in PvP zones.
As for the notion of a pure PvP version of Tamriel without the PvE content, that would be absurd. If you stripped out all the PvE content and put in a few keeps etc you'd have a world how many times larger than Cyrodiil? People already complain about the size of Cyrodiil as it is. If people want to play a pure PvP game without bothering with any PvE then there are plenty of games that cater for them, ESO isn't one of them, nor will it - or should it - ever be.
If ZOS simply created a mirror world with open PvP then it's pretty likely that it would be dead within 6 months. The number of players who want to be ganked while handing in a quest or taking on a world boss is pretty limited, and once the novelty had worn off the players would be stretched too thin across Tamriel for it to be remotely worthwhile.

Kinda sorta off topic, but that can't happen unless you're a careless shooter. You take some abysmally large percent damage less from hostile players if you've yet to attack them, and can even turn a mode (pacifist) on to never do damage to non hostile players. That is not the reason to avoid 76.
There are plenty of reasons to do that without worrying about ganking.
