Dual Bar Weapon Specialization?

I am curious if it has even been thought of the possibility for weapon skills or current ability augmentations for front and back baring the same weapon type only. I will try to be clear on what I am asking. If I a tank, front and back bar a sword and shield (or frost staff), has there been consideration for giving either additional abilities and/or passives for that fact that I went all in on tanking?
The reason why I ask, is I think this will give a little diversity, improve game design, and engage more players as it moves into the future, as well as potentially offering a deeper level to game play. An example would be, if I were to sword and board on both bars, I gain access to an Ultimate that allows me to Shield Wall my party (three (3) closest allies within 10m) instead of just myself. Maybe for the frost staff the Ice Storm would boost resistances (physical and spell) of 3 allies standing inside the storm by 12k. (Theses numbers are arbitrary and are just used as a reference for the potential of the idea).
Though I am giving this on the tank end of the spectrum, I think players who double bar Destro or Resto Staves, DW, 2H, and Bow would feel that they could either play the Marksman, Sword-Singer, Sword-Dancer, Life-giver, or Cultist to the hilt.
This doesn't have to, but has the potential to open possibilities for expansion of abilities and passives going forward into the future.
If the the developers don't want that level of specialization (I can imagine the nightmares), it is understood. Just curious if the though has ever come up. I personally believe the reward of player involvement would be worth every agonizing hour spent on such a possibility.
