What is wrong with low population AP bonus?

Lately i've been noticing it's acting strange. In Vivec (PC/EU) we had AD locked, DC and EP 2 bars for hours and no bonus for DC at all. EP had it tho. DC is also nowhere close to be winning faction. It just didn't appear.
Then also in Sotha Sil (PC/EU again) we had EP 3 bars, AD and DC 2 bars and both AD and DC had bonus. Now their population is still 2 bars, EP is locked, and bonus is gone?
It's not only today i'm noticing this, and it's not a short term thingy neither. Like one could say maybe it's inbetween score evaluations but nope. It's acting wrong for long hours.
Is that intended? Is there something i'm missing? As far as i know if winning faction is locked and last faction is 2 bars then there should be a low pop bonus?
Edit: You can still check it in Sotha Sil and see EP is locked and others are 2 bars.
