Psijic Quest not advancing

Quest: "The Psijic's Calling" under "Guild"
Instruction: "Inspect the Psijic Map of Summerset"
Map found in inventory under "quest" tab. (This is about the 6th character I've done this quest on; no prior issues). Have the 9 psijic seals in inventory as expected.
"Right-click on map; use": no effect (Expected that small map would appear in upper left; large map in main area). Quest does not advance. Double-click on inventory item did not work either.
Attempts at resolution: Visited portal in Summerset: not there ... /reloadui; restarted ESO; rebooted; tried on successive days;
Last unsuccessful attempt: moments before posting
