A PvE tank will barely notice a 5-10% speed penalty for heavy, and a PvP heavy armor wearer will notice it MUCH more....so in terms of balancing, a 1-2% per piece of heavy worn speed penalty and stealth reduction DOES make logical sense.

Heavy armor should provide huge resistance against bleeds. It should definitely have movement penalties with the weird pvp systems in place now. Too easy to put out big damage while still being extremely tanky. Add in a few earthgore healers and you know the story.... Light armor should get a huge boost to certain types of elemental and magic damage to bring it more in line with being squishy. Medium should get more ranged damage. It's a very abstract and unrealistic system going on now.

This, yes, this is more in line with what I consider to be balanced.

No it doesn't because heavy armor users gain more muscle training in heavy armor so they move just as fast.
Well made heavy armor adds no friction at the joints, this whole speed thing is just silly.

No. Both the other armor types already have movement bonuses, whether it's flat bonuses or regen/cost reduction. Not to mention heavy has already been over nerfed and offers the least amount of bonuses compared to other armor types. Anyone having trouble with heavy builds is totally a L2P issue at this point.

it's True, Heavy armor should make you move really slow.
    i vote "yes"
best in slot: is the armor, weapon, clothing look, pet, or no pet, jewelry, race, class, skill choices, amount of DPS, and skin color best fit to you and the way you wish to play and makes you feel good and performs what YOU think it should be.

worst in slot: what you read in zone chat, and forum comment, and forum thread, and you tube video, and live streamer advice, and class rep advice, and guild chat advice, and whisper told you to wear, and use for skill, and dress like, and use for weapon and armor.

Would it make sense to apply a movement penalty...
    No, it would not.

Wearing plate mail does not make you run any slower. It just exhausts you much quicker because of all that weight. And look what happens in ESO when you spting in heavy armor - your stamina goes down much quicker then with, say, medium.

    It fits.

And heavy armor has been "rebalanced" several times in the past, as others have said, you can find discussions from the times when it was deemed "mostly useless" by many among the player base... personally I think it is all right now, though maaaybe the others could use a little bit of buff to their effectiveness...

IF heavy armor should get another new penalty... I would want to see a -swimming- speed reduction! Possibly even taking damage if you swim in plate mail as it drags you beneath the surface to drown, though that might be a tad harsh...

If your problem is with Heavy Armor sets then make suggestions regarding those things, not say HEAVY ARMOR NEEDS NERF! Everyone will think you mean the passives, which are just fine as is. As well as others have pointed out, with Medium armors inherent speed passive and Light armors current snare reduction passive Heavy armor has become the slowest of the Armor types by default.

How would you even implement the movement speed reduction huh? How would you show the players this and make it so that everyone understands it? PATCH NOTES DON'T COUNT. Would you make it a passive? Well we can just not choose to have it then, easy work around. Or would you make it a passive you have to have like the first passive of the racial skills?

As all is sprinting trough dungeons anyway yes they will notice.
Have another request, if some outside of tank draw agro in dungeons rest of group will not draw agro unless taunting or do damage so group can let the yoyo player engage and die.

Melee weapon users having a slower base movement speed than ranged classes if they use heavy armor?

Silver Bolts: Fire a Dawnguard Vampire Hunter's crossbow bolt to strike enemy for x Physical Damage and reduce their Movement Speed by 40% for 6 seconds.

The heavy armor user now moves 40% slower.

This would work too. Good suggestion. ....still, the 1-2% speed reduction per piece makes more sense to me.....all this "discussion" about heavy armor not being a hindrance "when it existed in real life" is not factually accurate. ....as if the video's of guys running and chopping wood in modern metal alloys could happen 500 years ago.....plate armor, like gunfighters in the wild west, are more myth than fact. They didn't really exist for all intents and purposes.

Yeah man, all of those historians and archeologist are all wrong, cavedog has already busted these "myths"

Also again, WHAT DAMAGE! Set bonuses is the only inherent damage heavy armor has. Suggest changes to the individual sets, not a armor type change. Wrath is not there anymore, no heavy armor passive gives damage.

There aren't many historians saying that there were armies that wore heavy armor. Heavy armor was only a huge advantage against archers. Let's try to apply some actual evidence.

    https://www.sciencemag.org/news/2011/07/heavy-armor-gave-knights-workout

    https://www.history.com/news/in-shining-armor-medieval-knights-may-not-have-shone

    https://www.popularmechanics.com/culture/a6749/medieval-knights-on-a-treadmill-put-historical-myths-to-the-test/

"Nevertheless, the team found that the volunteers expended nearly twice as much energy walking and running while wearing the armor as when they weren't. "Some of it, I'm afraid, is really sort of stating the obvious," Thom Richardson, the Keeper of Armour at the Royal Armories, says. "It is harder to walk around wearing armor than if you're not, but it is interesting to get figures for that."

But while the fact that wearing armor makes moving (and fighting) more difficult was always obvious, actually dressing volunteers in feudal-era garb and crunching the numbers turned up some interesting results. For instance, Askew says, he found that moving around in armor is actually much more taxing than carrying the same load, but in a backpack. This is partially because of how the weight is distributed. "A suit of medieval armor loads the lower limbs. You have 7 or 8 kilos [15 to 18 pounds] of armor on the legs, so when you swing your legs, your muscles are having to do much more work," Askew says.

In addition, the armor impairs breathing, Askew says. Wearing plates of heavy steel over the chest and back, while potentially preventing death in a battle, limits how much the lungs can expand and how much air a soldier can breathe in. Not only that, but some of the helmets from the medieval period had only thin slits in the face mask, further restricting oxygen flow. "

"Historians believe that full plate armor probably became popular to save reckless nobles from their own bad behavior as they challenged one another in peacetime tournaments. "The history of the tournament is a lovely contrast between nobility and royalty trying to do more and more dangerous deeds, and their courts and retainers trying to keep them from killing themselves," Richardson says."

Give it up, this is a game where armor has magical properties.
Besides you will still die in PvP and just move on to creating a thread to nerf the next thing you think causes you to.
