Got it, closing them is logged to your forum account login like notifications. If you log out and then come back to the forum they are still up until ZOS clears them.
Tried looking in maintenance thread but that is usually only for un-scheduled or emergency notices.
I was trying to remember if Witches has a patch/maint start or it just is turned on server side.
