Is no-cooldown rooting/petrifying intended?

It happens in Battlegrounds constantly.

Being a light armor MagDK, I get rooted with talons and get instantly rooted again OR instantly petrified again with no cooldown at all. Can't do anything since I don't have much stamina.

Is this intended? Shouldn't be a cooldown here?

If you dodge roll out of it you get a couple of seconds of immunity.

Only when it decides to work. And it working seems to be the exception rather than the rule.
    Zaghigoth- Orc Stamplar
    Soul Razor- Altmer Magsorc
    Les Drago- Redguard Stamdk
    Eirius- Altmer Magdk
    Stormifeth- Altmer Magplar

I'm not getting any cooldown, it doesn't matter what I do. I mentioned I get rooted constantly and instantly. CC break and/or roll dodge are not giving any cooldown window.

So, this is not intended? Is it broken then?

CC immunity is currently not working as intended but ZOS has an update for that coming with Murkmire. So let's wait and see if this will get fixed or not.

CC break gives you 6 seconds of immunity to not get cc again.

You should at least have 14-16k stamina as a magicka player for break free, roll dodge, block etc.

Being rooted doesn't give CC immunity IIRC. I think it's just the hard stun (from petrify/fossilize) that gives you immunity.

Could be wrong though, that's just something I seem to remember reading somewhere...

I made clear that CC break and/or roll dodge are not giving any cooldown window.

You have to break free and roll dodge to get free of Fossilize.

CC break immunity does not apply to roots, only hard CC. So if you are fossilized, which roots after the stun, when the root ends you can be rooted again by talons. Also, if you stand in the root for the entire duration, chances are your CC immunity has ran out and you can be fossilized again.
